I believe that they are from the same 2004 elections, but from different electoral districts (as indicated in the header of the ballot paper, districts 28 and 29), so some different parties were running in each.

Yes, as expected, not all parties run for all constituencies; also, some of the parties are allied in a pre-announced post-electoral coalition UM - União para a Mudança.

The ballot papers in question do not match any of the candidate party lists shown in Wikipedia for either 2004 and 2008.

Unido coalition

According to “A Transição Democrática na Guiné-Bissau : Um Parto Dificil” article by Carlos Cardoso in Lusotopie 1995: 259, there was a politically heterogenous Unido coalition, created in November 1992, formed by P.C.D., P.D.P., P.D.P., and FLING
